The EU's carbon border tax moved into its fee-paying phase in January 2026, and steelmakers across China, India, South Korea, Taiwan and Vietnam are racing to lower emissions, tap domestic carbon markets or contest the rule at the WTO before certificate costs climb further through 2034.
